E-Medhabruti: Eligib

The Government of Odisha offers a prestigious financial scholarship called E-Medhabruti Scholarship to meritorious students pursuing higher education. Taking into account the need to promote scholarship in studies, this scholarship will offer financial assistance to students from all weaker sections throughout various levels of study, including +2, undergraduate, and postgraduate courses. E-Medhabruti scholarship removes the financial burdens and lets the deserving students focus on the studies, attaining their educational aspirations. Be it a budding professional or a bright-minded scholar, this scholarship will pave the way toward a bright future.

The scheme aims at providing financial assistance of up to ₹ 20,000 to meritorious students of Odisha whose parental income does not exceed ₹ 6,00,000. The number of scholarships awarded each year is 14,500. Scholarship is awarded for the whole period of the course. The e-Medhabruti Scholarship can be applied for only while joining that is, first year of the course.

Note: Depending on how many qualified students applied and were accepted into other categories during a given academic year, the government may decide to increase the amount of scholarships available under a certain category.

What is the Duration of the Scholarship?

The details are numbered below: 

  1. A student will be eligible for the scholarship for the entire duration of the course. A one-time scholarship for the entire duration of the course shall be disbursed in the first semester/year as indicated in the table here under. 
  2. In case any student, after taking once scholarship under one course, joins another course i.e. joining engineering, medical and other professional courses during +3 and any other course having a higher scholarship amount, then the student will be eligible for the differential amount only. Even the differential amount will also be released in the first semester/year of new courses.

How is the Scholarship Amount Disbursed?

Disbursement Mode: Direct Benefit Transfer (DBT) mode will be used by the Higher Education Department to transfer the scholarship directly to the bank account of selected students. Some important points are: 

  1.  The students must have an active and valid account in any scheduled bank which has an Electronic Clearing System (ECS) / Core Banking facility to facilitate direct transfer of scholarship amounts.
  2. The beneficiary bank account of the applicant must be solely in the name of the applicant/student. Students have to input very carefully their bank/Branch name, saving bank account number, and IFSC so that scholarship goes in a smooth transfer.

Technical & Professional Merit

Only Undergraduate Professional degree courses and integrated courses mentioned in the guidelines are eligible under this head. The list includes B.E./B.Tech/ MBBSI BDS/ BCA/ BHMS/ BAMS/ B.Pharm./ B.Sc. (Nursing)/ B.Sc. Agriculture, etc duly recognized by the respective Government Regulatory Bodies such as All India Council for Technical Education (AICTE), Medical Council of India (MCI), Dental Council of India (DCI), Central Council of Indian Medicine (CCIM), Central Council of Homeopathy (CCH) /Indian Nursing Council (INC), University Grants Commission (UGC), etc.

Conditions of Eligibility 

The conditions are numbered below:


1. The student must be a permanent resident of Odisha State.
2. Income of the parents of the student from all sources shall not exceed ₹ 6,00,000 per annum.
3. The Candidate must have obtained at least 60% of marks in the last qualifying examination for different categories of merit as indicated against each.
4. The student can apply only during their first year of joining the course.

Eligibility based on Scholarship Type

P.G. Merit

- Must have passed +3 Degree or equivalent exam with 60% or more marks.
- Must be pursuing a regular course in one of the offered disciplines in recognized Colleges / Institutions / Universities.

Technical & Professional Merit

- Must have passed +2 of CHSE / CBSE / ICSE/ Equivalent exam or +3 Degree / equivalent 2/3 year course (for MBA/JMC/NMFC/MSW) with 60% or more marks.
- Must be pursuing regular Technical & Professional Courses in recognized Colleges / Institutions by respective regulatory authorities.

District-Wise Selection Based on Merit

The E-Medhabruti Scholarship utilizes the system of merit selection that is different for the students coming from distinct districts. Thus, the method will provide an equal opportunity to the students who come from various regions:

  1.  The Last Merit/Selection list of the students is drawn in terms of aggregate percentage of marks obtained in the last qualifying examination from among the validated students in the respective category of merit, district-wise. The mode of selection for scholarship shall be made through descending order of merit till it reaches the eligible quota of scholarship.
  2. In case tie-in percentage of marks under a particular type of scholarship and some are to be left out due to exceeding the maximum quota of scholarship, then the parental income ceiling will be considered i.e. the student with a lower parental income ceiling will get preference.
  3. The grading system of CBSE / ICSE in the form of CGPA i.e. Grade points shall be converted to the percentage by multiplying with the 9.5 formula Percentage (%) = CGPA x 9.5.
     

Eligibility Exclusions for e-Medhabruti Scholarship

The following are excluded from the scholarship: 

  1. Distance Learning Students: The e-Medhabruti scheme is not available to those applicants who are registered with open universities or correspondence courses for higher education.
  2. Students Already Availing Scholarship Schemes: The students who are already availing financial aid for higher studies under some other scheme of the state or central government shall be exempted from eligibility.
  3. Diploma Course Students: Applicants who are pursuing a diploma course in technical or professional streams are not eligible for this e-Medhabruti Scholarship.
  4. Postgraduate Course Students: The post graduate course students who have been admitted to pursue the M.Phil., Ph.D., B.Ed., or M.Ed. courses shall not be considered under this scholarship scheme of the UG, PG, or Technical & Professional Merit Scholarship.
  5. Non-Approved Institutions: Candidates admitted to colleges, institutes, or universities which are not approved by relevant regulatory authorities such as AICTE shall not be considered for this scholarship scheme.
  6. International students: Candidates admitted for the purpose of studying abroad shall not be considered under this scholarship program.
  7. Sequential Technical Courses: The candidate must not be proceeding from one technical or professional course to another.
  8. Institutional Validation: The students must be validated by the respective principal or the institution before entering for higher education to be eligible.

How Can you Apply?

The application process involves two stages: 

The first stage is Registration. 

Step 1: Access the Portal
Access the home page of the Odisha State Scholarship Portal at scholarship.odisha.gov.in.
Step 2: Start the Registration
On the portal's home page, you have to click on the "Registration" link.
Step 3: Read the Instructions
Read the given instruction and declaration to be followed carefully for registration.
Step 4: Accept the Terms and Conditions
After going through the terms, you are to check the check box for accepting all the terms and conditions and then click on the "I Agree" button.

Step 5: Fill in Your Information
On this page, you will have to fill up details about yourself. You are to put the Aadhaar Number and Mobile Number and fill up all your Name, Gender, Date of Birth, Email ID, etc columns. After filling all the information, click on the "Register" button.

Confirmation
“Congratulations”!!! You will be presented with a page confirming that the registration was successful. Login credentials shall be provided on the same confirmation page as well as to your registered Mobile Number and Email ID.

The Second Stage is Application

The detailed step-by-step guide is explained below: 

Step 1: Log on to the Official Website of the State Scholarship Portal, Government of Odisha. https://scholarship.odisha.gov.in/. Click on the "Login" tab. Now click the "Student Login" button. Now login with your credentials received through Email ID / Mobile Number.
Step 2: Click on the "Schemes And Scholarship" section. If you wish to check your eligibility for the scheme, do so by clicking on "View Eligibility". Otherwise, you can click "Online Application Module For Scholarship And Loan".
Step3: Chose "e-Medhabruti" from the dropdown menu. Fill in all mandatory fields and upload the required documents in the said file type and filesize.
Step 4: Click "Submit". Carry two printed hard copies of online application form and relevant documents, and submit the same in original to the Principal/ Head of the Institution for further processing.

Selection Criteria Of e Medhabruti Scholarship   


The Following selection criteria are required to avail the benefit under e Medhabruti Scholarship 

  • The students will be selected on the basis of fulfillment of eligibility criteria. This is also dependent upon the student record that is certified or integrated online by the principal of the college or school. 
  • Selection will strictly be done upon the marks obtained by the student in his last qualifying exam.
  • If the marks of two candidates are the same, then selection will be based on the annual income of the candidate, and preference will be given to those candidates who have lower family income.
  • After selecting the student, the merit list will be displayed on the scholarship portal

Issued by the competent authority (Revenue Officer not below the rank of Tahasildar or Addl. Tahasildar).

Mark Sheets of the Last Qualifying Examination

Required as per different categories of merit.

 Bank Account Details

First page of the bank account containing account number and IFSC code.

College ID Card

Issued by the concerned authority. If unavailable, provide an Admission receipt, Library Card, or a Letter of Undertaking from the college authority stating the academic session.

 Aadhaar Card

Aadhaar Card of the student concerned.


 Medhabruti Scholarship Scheme Terms and Conditions


The terms and conditions of the Medhabruti Scholarship scheme are as under: 

  1. Equal Eligibility: In every agency, the number of girl students must be equal to the number of male students.  
  2. Single Registration Scheme: Scholars wishing to apply for scholarships multiple times would result in all the scholarship applications being canceled.
  3. Correct Information: If the given details in any application are found to be incorrect, then the scholarship will stand canceled.
  4. Documentation: Applicants should keep a copy of the submitted application for reference purposes.
  5. Approval Requirement: Unofficially validated applications are not accepted by the university hence they will be termed as invalid.
